A series of reports from Madagascar indicate that there is a popular movement afoot to try Ratsiraka for embezzlement and other criminal activity. In 1975, when Ratsiraka first took power, Madagascars foreign debt was 180 million dollars. Madagascars foreign debt is now around 4.2 billion dollars. No, all of that debt increase is not attributable to Ratsiraka, but similar increases in other African countries have involved large-scale corruption and kickback schemes.
