In several clashes outside the capital, police killed 14 members of a NPA faction, who call themselves the Rebolusyonaryong Hukbong Bayan (RHB). Local residents had complained to police the the RHB members, like the NPA, were running an extortion racket, threatening to attack local businesses unless "revolutionary taxes" were paid. The communist NPA has long been afflicted by factionalism, as arguments over doctrine and tactics leads to battles within the organization.
