Having crippled the NPA rebels by getting them declared international terrorists (and thus cutting off many contributions to them), the government is now trying to get the exiled leaders of the NPA extradited from their refuge in the Netherlands. The NPA leaders fled to Europe in the late 1980s, and were granted refuge and living expenses by European governments. But with the growth of international terrorism, European countries are beginning to rethink their broad definition of "freedom fighters."
