The government believes that aggressive police and army operations in the Moslem south have caused al Qaeda members to flee the country for Indonesia and Malaysia. Even the Moslem MILF rebels in the south have denounced al Qaeda and terrorist bombings. There was apparently an al Qaeda terrorist training camps in the southern Philippines until last year. But increased army activity caused that operation to shut down.
