The Communist NPA rebels, upset at being tagged as an international terrorist organization, refuse to negotiate with the government unless their terrorist status is removed. The new status has made it much more difficult for the NPA to solicit money overseas (where distant communist insurgencies are seen as worthy of support.)

In the south, an MILF rebel set off a bomb prematurely, killing himself and wounding three bystanders.
