The 400-650 US troops coming into the country will train Filipino troops in the use of new equipment (night vision and communications stuff, plus weapons drills) and show units the most effective tactics to use with this stuff. For decades, the US army has concentrated on night operations and have become quite good at it. Another American specialty is 24 hour operations (using shifts of troops.) This technique would run the rebels ragged and make it easier to locate and capture them.
