In the north, thousands of refugees are fleeing neighboring Niger, to escape a famine that has left over three million people in danger of starvation. Because the people on both sides of the border tend to be from the same tribes, there is no attempt to stop the movement. But if the number of refugees continues to arise, there could be unrest on the Nigerian side, as some Nigerians resist the burden of dealing with so many destitute people. Niger has no oil, and is thus less capable of dealing with the drought and locusts that caused the current famine.
