Nigerian President Obasanjo has approved the use of military personnel as police in crime-ridden Lagos, the country's commercial capital. The military was banned from police duty after the civilian government took over from the military regime in May 1999, but the crime rate has risen steadily and the country's ability to conduct international business has been imperiled.--Stephen V Cole
