Large gangs of young men in the southeastern oil region are increasing their hostage taking. Basically, the oil governments keep the peace by passing out money, jobs and other favors to the locals. But there are more people wanting attention than the oil companies can take care of. Thus groups who feel they have been left out, take matters into their own hands. The government gets involved if the oil company cannot cut a deal (as in cases where the demands are for things the oil companies cannot deliver, like government reforms.)
