The government has still not decided when or if there will be early elections, or what the strategy against the Maoist rebels will be. Many Nepalese want political, social and economic reforms in the country, but there is no consensus on how to go about it. The Maoist rebels have a program for establishing a communist dictatorship, by force, but only a minority of the population will back that. 

Maoists are suspected of kidnapping a Nepalese worker for a British charity. The rebels rob banks and kidnap for ransom to finance their operations.
