The government accused Guinea of tolerating LURD rebels operating from camps in Guinea. This may be true, but Guinea gains little by going after Liberian rebel camps in their territory. As long as LURD behaves itself in Guinea (which rebel groups tend to do in such situations), the Guinean government takes the easy way out and looks the other way.
