The government has refused a proposal by neighboring countries to assist in setting up negotiations with LURD. The government feels that this would legitimize LURD, which is mainly composed of factions defeated by the current government in the 1989-96 civil war. But many civilian groups and pro-government political parties are urging negotiations, and the government may change its mind. The disputes are personal and tribal. LURD wants a cut of foreign aid, and any other money making deals the government has set up. Corruption is widespread, with the government insisting on a cut of any significant economic activity.
