The UN is not able to get donors to come forward with food donations for the 6.5 million North Koreans that depend on this aid to stay alive. The donors fear the food is simply going to feed the army, or being sold by North Korean officials. North Korea refuses to allow donors to inspect the distribution of food aid. The UN fears that North Korea will just allow more of its citizens starve, rather than given in to demands for verification that the food is going to the intended recipients.
