A South Korean newspaper published a North Korean document, distributed in North Korea recently, that laid out plans for mobilizing the entire North Korean population for war with South Korea. The northerners apparently believe their own propaganda that war is about to break out. This has long been a staple of northern propaganda. The northern war plans were nothing unusual for a police state. The entire population would pitch in to resist the invasion from the south, and then gather forces to counterattack. More Stalinist fiction, but taken as truth by many in the north.
