Negotiations between South Korea and the U.S. over the size, and location, of American forces in South Korea ended today. The Koreans have promised to speed up the process of obtaining the land the U.S. wants for the new American bases (farther away from the DMZ). The threat of American troop withdrawal has caused the South Koreans to become more cooperative, as the majority of the population does not want to see the U.S. pull out entirely.  Despite the reduction of troops in South Korea, the U.S. says it will spend $11 billion, in the next five years,  to upgrade weapons and equipment of American troops in South Korea.
