North Korea announced the establishment of a special economic zone on it's Chinese border. The zone, in the city of Sinuiji, will operate like Hong Kong does for China, with low taxes and a legal system, and judges, imported from the West. A Chinese billionaire has been given a contract to set up and administer the zone, which will provide jobs and economic opportunity for North Koreans. South Korea sees this surprising development as yet another indication that North Korea is being forced to loosen up it's economy. This eventually leads to demands for more freedom from the people. But the dictatorship running the north may not respond quietly to this sort of thing. The North has to reform it's economy, or continue to depend on charity to survive.
