North Korea is paying off it's debts to Russia by, in effect, sending 2-3,000 North Koreans across the border to work in Russia as slave labor. The North Koreans are paid the low wages that are standard in North Korea and subsist on a very low standard of living. However, the Korean workers in Russia are living better than they do in North Korea, so there is no shortage of volunteers for this work.
