Analysts at the Army War College have issued a report opposing the Clinton Administration's plan to provide North Korea with launch services for North Korean satellites. The War College insists that launching North Korean satellites would inevitably involve giving North Korea access to technology that would help them build intercontinental missiles. Instead, the War College says that the US should provide North Korea with satellites built in the US (which North Koreans could use but would never see).--Stephen V Cole
