While the State Department is impressed with its own recent contacts with North Korea, the Pentagon is not. Military analysts contend that North Korea has no intention of joining the "community of responsible nations" and is simply holding meaningless talks in order to accumulate aid (money, food, or oil) from anyone willing to donate it. The State Department insists that the military is simply using North Korea as its "national enemy of the month" so that it can maintain its budget, missile defense program, and two-war strategy.--Stephen V Cole
