Radical anti-US students in South Korea have threatened to kidnap American soldiers. Such hostages would be used in an attempt to force US troops to leave the country. Meanwhile, negotiators from the north and south have agreed to re-open liaison offices in the DMZ. These offices have been closed since 1996, after having been first set up in 1992 during the first wave of negotiations between north and south.
