The U.S. has agreed to provide generous financial aid for the Palestinian government, starting with $50 million in cash, with the understanding that the Palestinians would control the Palestinian terrorists. The Palestinians are trying, but the Palestinian government is its own worst enemy. Palestinian media continue to spew strident anti-Semitic  propaganda that calls for the destruction of Israel and expulsion of all Jews from the Middle East. That's just the government propaganda, the Palestinian government tolerates even more extremist stuff from Islamic radicals. In this kind of atmosphere, eliminating the threat of terrorist attacks on Israel, and Israeli counter-attacks, seems unlikely.
