Apparently the United Arab Emirates are amenable to an Israeli initiative to open a trade office in Dubai, to promote commercial intercourse. As a sop to Arab sentiments, the office is to be staffed by people who have dual-citizenship, that is are citizens of both Israel and some other country, such as France or the U.S. (which technically doesn't recognize dual citizenship, but usually doesn't do much about it), and they will use their non-Israeli passports when traveling to and from the U.A.E. In addition, the office will eschew the display of any Israeli emblems. As ever in history, profits are often much more influential than prophets.
