Palestinian terrorists groups, confronted with many fanatics who are not willing to stop attacking Israelis, have agreed to try and achieve a "calming down", while killing as few of their own uncontrollable followers as possible. Israel has let the Palestinians know that if there are any spectacular terrorist attacks, the Israelis will have to respond.
