Yassir Arafat declared a state of emergency and formed an emergency cabinet, two moves that could be in preparation for an attack on Palestinian terrorist organizations (mainly Hamas and Islamic Jihad.) 

Israeli warplanes bombed a terrorist base 15 kilometers north of the Syrian capital, Damascus. The base, which was built and supported with Iranian money, was recently featured on Iranian television. That video displayed men in military uniforms, underground bunkers and lots of weapons. Israel says the camp is used to train terrorists in technical matter, like bomb making and techniques for getting suicide bombers past Israeli security. This is the first time Israel has bombed Syrian territory since the 1982 war in Lebanon.

Palestinian terrorist group, Islamic Jihad, took credit for the suicide bombing in Haifa.
