Palestinian terrorist groups have not been able to gain an edge on Israeli counter-terrorism tactics. But since the terrorists count even failed attacks as victories, which bring in new recruits, they can keep on going. Money and weapons are provided by Iran, Iraq, Saudi Arabians and charitable organizations operating in the West. Historically, however, the young volunteers do get demoralized at the lack of change and the volunteers dry up. The Palestinians as a whole are becoming more demoralized and this attitude will reach the younger generation in the next year or so and there will be fewer volunteers. The cycle, however, can begin again in 5-10  years if there is no progress in solving the underlying problems.
