Israeli troops moved into Palestinian territory on the West Bank and arrested 12 Palestinians suspected of terrorist activities. Israel has kept up its operations against individual terrorists, both by arresting them and killing them with bombs, missiles and snipers. Meanwhile, troops are being withdrawn from Palestinian towns that were occupied on a long term basis. This is a gesture to the Palestinian Authority to try and get peace talks going. But the fundamental problem remains; the Palestinian Authority is reluctant to risk popular unrest by cracking down on the radicals who are running the attacks against Israelis.
