The violence continues, with about 620 dead since last September. Both sides have agreed to a peace arrangement, but Israel insists that Palestinians cease their attacks for ten days before Israel begins to lift it's blockade of Palestinian territory. The Palestinians say, and few dispute this, that the Palestinian leadership does not have sufficient muscle to rein in the radical Palestinian groups. Opinion surveys among Palestinians show the bulk of the people back the radicals. The Palestinians risk civil war if they try and crack down on the rebels. Yet, if Israel does not see some real progress in peacekeeping, then Israeli public opinion will force the government to use more violence against Palestinians.
