United Nations Secretary General Kofi Annan has criticized Lebanon for allowing the reckless behavior of Lebanese demonstrators against Israel and has criticized Israel for an overly harsh response to such demonstrations. Annan has recommended reducing the UN peacekeeping force in Lebanon from its current strength of 5,800 troops to the level it had two years ago (4,500) as a first step toward eventually reducing total strength to a much lower level.--Stephen V Cole
