The army is asking permission to send troops and commandoes into Palestinian areas where Palestinians have complete control. Most of the violence to date has taken place near Israeli settlements in Palestinian areas. According to the 1993 Oslo agreement, Israel is allowed to have troops near the settlements. But the rest of the Palestinian territories controlled by Palestinian security forces are supposed to be free of Israeli troops. Such an invasion would be against the Oslo agreement. The continued peace talks that were supposed to be part of this agreement appear to be stalled for some time to come.  The violence has had severe effects on the Palestinian economy, with 50 percent unemployment. Some 64,000 Israelis have also lost their jobs because of the violence.
