Anti-government forces, unable to seize and control much territory, continue to rely mostly on terror and propaganda in their attempt to restore the Baath Party to power, or enable al Qaeda to establish an Islamic dictatorship. Kidnapping foreigners living in Iraq, then threatening to kill the captive if national military contingents or aid organizations did not get out of the country, has had some minor success. But the kidnapping and demands have hurt the Baath Party and al Qaeda cause, mainly because many of the captives have been murdered, with the act often recorded on videotape and then distributed.
