Joint marine-Iraqi patrols are taking place in Fallujah. Taking a page from their own long experience in peacekeeping, the marines worked out a deal with a former Republican Guard general to form a local peacekeeping force. However, this means rounding up and prosecuting Iraqis who have been attacking and killing Americans. This might prove difficult in a city that has become the center of Sunni resistance to a new Iraqi government.
