The most important military operation in Iraq is the work of intelligence and police experts who are putting together a picture of  the Baath Party and the Sunni Arab political leadership that has ruled Iraq for so long.  Hundreds of key members of this group have fled the country, and their assets are being hunted down outside the country. Many of the Baath Party leaders are thought to have bribed their way to refuge in Syria and other Arab countries. 

It is thought that it will take three years to restore Iraqs utilities (power and water) to where they were in the late 1970s.

In addition to police, the coalition is training Iraqis to restore border controls, which are now practically non-existent. This has allowed smugglers and Arab nationalists (who want to attack Americans) to freely move into Iraq.
