The government executed 23 men, including two retired army officers and several members of the ruling Baath party. Officers suspected of disloyalty are often retired. If the suspicions grow, these men are then executed. Many of these suspicions are mainly paranoia, but Saddam and his ruling Baath party, do have many enemies. Periodic executions keep the opposition off balance and allow Saddam to sleep a little easier.
