Kurdish border guards stopped a Tunisian working for the UN as he tried to drive a UN vehicle loaded with explosives into Kurdish territory. Iraq has been trying to terrorize and disrupt the Kurdish administration and UN aid workers operating in northern Iraq. More media are noticing that the Kurds, operating with the same per capita money from the "food for oil" program as the rest of Iraq, provides a much higher standard of living. In fact, living standards are higher in the Kurdish areas than they were before the 1991 war. The difference is that the Baath party (led by Saddam Hussein) is not able to divert much of the money for military use, or luxury goods for senior Baath party members. In the south, Iraq fired a SAM at a US navy E-2 radar aircraft in the Gulf. This brought the missile several kilometers inside Kuwait. The missile's warhead went off about 1,500 meters from the aircraft. This kind of attack is something new, for previously Iraq had only fired on aircraft in its own space.
