Look for Saddam Hussein to challenge the UN (and particularly the US and UK) by year's end. France, Russia, and Jordan have resumed passenger and cargo flights into Iraq in defiance of the UN sanctions. The oil-for-food deal is up for review in December, and Saddam wants major changes in the way the UN controls how he spends the money. The UN Security Council is to review the new inspection system by December, but the inspectors have yet to gain access to Iraq.--Stephen V Cole
