 Expecting many refugees from a war in Iraq, Iran set up camps on the border for 400,000 people. But until the last two days, hardly any refugees showed up. Now there are thousands, fleeing the lack of law and order following the fall of Saddam's government. It appears that up to 100,000 Iraqi refugees may be headed for the Iranian border.
