In Aceh, government and separatist rebels officials are fighting a low level war for control of reconstruction money. The government has allowed foreign aid groups to stay in Aceh to oversea the spending of over a billion dollars in relief money. The foreign groups control the spending of the money, so the government cannot expel the foreigners without seeing the money go to. At the same time, the government knows that the rebels will try to extort some of the money and other resources from the relief organizations. This is pretty common in war zones similar to Aceh. Another common feature is corrupt government and military officials looking for handouts. This has led to government fears that foreign media outlets will start running stories featuring corruption in Aceh. Indonesia is generally recognized as one of the most corrupt nations in the world.
