The government and Islamic radicals agreed on one thing, that foreign aid organizations should not venture beyond the two largest towns in Aceh (Banda Aceh and Meulaboh) unless accompanied by a military escort. The government warns that GAM might attack the relief workers, while GAM insists this is not the case. The government has kept foreigners out of Aceh for the last few years, to keep foreign media away from the violent methods often used against the separatist rebels and real or suspected civilian supporters. The Islamic radical groups just don't like foreigners, under any circumstances. In any event, the government ordered the Islamic radical groups out of Aceh.
