Violence flared up again in Papua, leaving four dead. The recent violence was triggered by a government proposal to split Papua into three provinces, a proposal that is favored by migrants from other parts of Indonesia. Many native tribesmen oppose the new province, the migrants and being part of Indonesia. As a result of the violence, the provincial split has been put on hold.
Fighting in Aceh left 14 dead, and the army accused the rebels of killing civilians to discourage cooperation with the government.
