The International Crisis Group (ICG) issued a report ("Indonesia's Terrorist Network: How Jemaah Islamiyah Works"), claiming that Jemaah Islamiyah was responsible for at least 50 bombings in Indonesia since 1999. The report also suggests that some people in military intelligence may have been supplying information and equipment to Jemaah Islamiyah. It is a common practice in Indonesia for intelligence organizations to maintain contact with radical groups. This sometimes leads to some in the military joining the radicals.
