Papuans are complaining that Islamic militants (from Laskar Jihad) and the military are arming and training Christian settlers to resist attempts by the largely Christian Papuans to set up a separate Papuan state. But the local Papuans are split by tribalism (over a hundred tribes) and lower levels of education than Islamic settlers from other parts of Indonesia.
