Responding to numerous incidents of foreign terrorists visiting religious schools (madrassas) in Pakistan, the foreign students are being expelled. Most of the 1,400 students affected have nothing to do with terrorism, but some do. Pakistan has also made arrests based on information from British police about people involved in the July 7th terror attacks in London.
