Maoist rebels in northern India have been attacking local officials, and trying to establish "liberated zones" in Orissa and Andhra Pradesh. The newly elected national government has urged negotiations with the Maoists, after several years of military action against them. But the Maoists are determined to establish a communist dictatorship, which makes negotiations with a democratically elected government difficult.
