Peace negotiations between India and Pakistan are going nowhere. Pakistan refuses to halt the operations of  Islamic terrorists in Pakistani Kashmir. Terrorist camps there train volunteers, and help them cross the border ("Line of Control") into Indian Kashmir. There, the terrorists attack Indian troops non-Moslem civilians (to drive them out). Moslem Kashmiris are also terrorized, and often killed, to discourage those who support the Indian government. Pakistan cannot afford to shut down the Kashmiri terrorists because making all of Kashmir part of Pakistan has become an enormously popular cause in Pakistan. The Pakistani government has its hands full fighting al Qaeda and other Islamic radicals who wish to replace the government with an Islamic dictatorship.
