Along the Afghan border, thousands of Pakistani troops advanced into tribal areas to capture armed "foreigners" known to be in the area. The tribes have refused to turn over the foreigners, and the troops have had to shoot it out with tribesmen. The fighting has left sixteen soldiers and 24 al Qaeda fighters dead so far.
