Bad publicity from a dozen or so jet fighters crashing each year (for over a decade) and better paying jobs in the civilian economy have hurt officer recruiting in the Indian Air Force. Currently short a few hundred officers, purchases of new Russian warplanes and better advertising are being used to boost recruiting.
