Violence continued to increase in Kashmir, with at nearly 40  killed in the last two days.

India announced that it would build two underground command bunkers, one in the capital and one with 400 kilometers of the capital. The bunkers would be built to withstand a nearby nuclear explosion and would shelter the nation's senior leadership in the event of a nuclear war.
