Feeling that Islamic militants were responsible for the May 7th bombing, Pakistan arrested 23 militants linked to al Qaeda. Pakistan has not followed through, in the past, when it went after Islamic extremists. When 2,000 Islamic militants were arrested several months ago, 75 percent of them were subsequently released and none have been prosecuted.
