US president Bush got the Pakistani and Indian leaders on the phone and obtained an agreement that Pakistan's new policy against terrorist organizations would satisfy India's call for anti-terrorist measures. India has mobilized half a million troops on the border, facing some 300,000 Pakistani troops.
So far, Pakistani police have rounded up 900 Islamic fundamentalists and suspected terrorists. One sore point remaining is Pakistan's refusal to hand over 20 men India believes are key leaders in anti-India attacks. Many of these men have international arrest warrants issues against them.
