India and Pakistan both moved more troops to their border areas. India has been making noises about chasing Moslem rebels into Pakistan controlled Kashmir. The Moslem rebels operate out of camps in Pakistani controlled Kashmir and Pakistan itself. The rebels tend to be Islamic radicals, many have been in training camps within Afghanistan. The bin Laden organization has a lot of influence over the Kashmir rebels and realizes that by increasing attacks against Indian controlled Kashmir this might put more pressure on Pakistan to stop supporting the American War on Terrorism. A war between Pakistan and India would take pressure off the Islamic radicals and loosen up the security on the Afghan border. India is also taking advantage of the situation, leaving it up to America to bail Pakistan out if it comes to another shooting war over Kashmir. India is again refusing to talk with Pakistan about Kashmir until Pakistan halts the cross border movement of Kashmiri rebels based in Pakistan. However, Pakistan cannot stop those movements without risking armed conflict with the thousands of heavily armed Kashmiri rebels in Pakistan. Inside Kashmir, rebel activity left one dead and 14 wounded.
